Will Apple activate iPad2 upgrade to 9.3.5 today 15.6.2017?

Will Apple activate iOS 9.3.5 on my iPad2 after an iOS upgrade from 7.1.2 to 9.3.5? Or is it to late to do that and the iPad2 will be unusable after that iOS upgrade?

Would you please specify what you´re actually talking about?

iOS 9.3.5 is out there since a decent while and every iPad 2 is eligible for the update. If you have updated, you are able to use the device with iOS 9.3.5.

If you have an activation lock on your device which is meant to prevent a potential thief from using it after stealing (hence the theft does not pay off therefor not worth stealing) the device, then you as the rightful owner are able to use it.

Forgot the Apple ID? Forgot sign-in credentials?

My iPad2 is actually running with iOS7.1.2. and I am thinking about to upgrade that iPad.

The first step is to upgrade to iOS 9.3.5.

The second step is activating that iPad. I read that Apple has to activate a new installation by an internet connection.

I read also that Apple will not activate alder iOS versions.

If that is true it will not possible to upgrade Apple devices after newer unsupported iOS versions are available.
