On my iphone X some of my pictures are not downloading,
eg picture is shown as white box with a cloud in the right lower corner

Did you enable the option to "optimize storage" on your device? If yes, iCloud will only save a preview of your photos on your device, the original picture is being saved to iCloud, and marked with the "iCloud icon"
To be able to get the original quality of your photo, you'll have to download it again.
