Safari tabs moving them from one window in fullscreen mode to another doesn't work under High Sierra

Before the update to HighSierra I was able to move a tab from one Safari window in fullscreen mode to another using the trackpad (clicking on the tab, moving it to the other window with the move for moving between windows holding down the tab).

Since the update to High Sierra this only works when both windows are in split view.

I have already checked the settings of the trackpad and the Safari setting but couldn't detect anything to change this behavior.

Does anybody know how to get that feature back?
