I have deleted all entries and wanted to restore the ipad from a saved backup. it now says ipad is deactivated, connect to itunes. Itunes is not available any longer. On the mac it says trust the ipad. I hit the button. But on the other side on the ipad I cannot hit any button. It stays with "connect to itunes". There is no Itunes. On Finder I cannot restore.

I had the same Problem. There is a Bug in Catalina. When you go into restore mode on the iOS device it times out after 15 minutes till then most certainly the download of iOS is not yet finished and as soon the iOS device times out the download gets canceled. also you do not get a download window to check how far the download got.
My solution was to use a Windows PC with the classic iTunes. There the download of iOS continues even when the divice times out. After the download is finished you can start from the beginning and since you now have the software it has no time to run into time out.
Thanks. With a windows PC I could use an old iTunes sw setup. Restore was only possible to an 9x version, so I assume the iPad was an older version. No iOS 10 or newer was possible. But at least I found an old backup. Can use the iPad now. Thanks for helping to all people answered.
If this is the 5th. Gen. iPad min from 2019, the newest iTunes version should be able to detect the iPad.

Yes, tried it, step 3 is not possible. Maybe an older sw version. This is what someone answered?
But - yes, i tried, but not possible to get to restore commands.
