Hey,
the iPad second generation doesn't support any later versions than iOS 9.3.5.
If you are on an earlier version than iOS 9.3.5 then you can update it from the System Settings (General > Software Update). If that doesn't work, you can try to update it with a Mac from the Finder (or iTunes if the Mac's on Mojave or earlier) or on Windows you use iTunes and there you can check for updates.
But the iPad won't get any newer version than iOS 9.3.5.
