To change the Country & Region associated with your Apple ID without adding payment information, you can follow these steps:

1. Open Settings: On your iPhone or iPad, go to "Settings".
2. Tap on your Apple ID: Scroll down and tap on your Apple ID name at the top of the Settings menu.
3. Choose "iTunes & App Store": In the Apple ID menu, select "iTunes & App Store".
4. Tap on your Apple ID again: At the top of the screen, tap on your Apple ID.
5. Select "View Apple ID": You may be prompted to enter your Apple ID password or use Touch ID/Face ID for verification.
6. Select "Country/Region": Under the Account section, tap on "Country/Region".
7. Choose a new country or region: Select "Change Country or Region" and choose Germany from the list.
8. Agree to the terms and conditions: Read and agree to the terms and conditions.
9. Enter a billing address: You'll need to provide a billing address in Germany. You can use any valid address for this purpose.
10. Complete the process: Follow the prompts to complete the process of changing your Country & Region.

Once you've completed these steps, your Apple ID will be associated with the new Country & Region, allowing you to download apps from the German App Store without needing to add payment information. Keep in mind that you may need to switch back to your original country's store if you want to access content specific to that region in the future.
