Changing the account country
Hi, I can't change my country because I have $0.02 in my account. How can I fix this? I couldn't find a solution online.

Are you moving permanently to a different country? Otherwise I would not change the country of your Apple account. while on a vacation you can use your Apple accounts in a foreign country without a problem, as long as you are keeping your paying method you are using now.
After changing the county you may not be able to download some of your previous purchases again and need to download them and make at least one backup copy of all items you have purchased to keep them safe. Also family sharing will work no longer between different countries. Probably you have seen this document already: Land oder Region deines Apple Accounts ändern - Apple Support (DE)
To get rid of the 0,02 cent you could try to purchase something - add some more money to your account so you have the exact amount to purchase the cheapest item you want clear your account.
