I would like to clear the remaining balance on my Apple ID.

if you want to change your country or region and your Apple Account still has a small remaining balance, you normally need to spend that balance first. Apple explains that some account changes require the Apple Account balance to be zero.

If the remaining amount is too small to buy anything, you cannot remove it yourself in the settings. In that case, contact Apple Support - 0800 6645 451 (DE) - and ask them to clear the remaining Apple Account balance for you. Apple specifically says to contact Apple Support if the balance is less than the cost of a single item.

You can first check the balance in the App Store, then contact Apple Support for the country or region your Apple Account is currently set to.

So in short: spend the balance if possible; if it is too small to spend, only Apple Support can remove it.
