App Store Balance Reset

you usually cannot reset or remove an Apple Account balance yourself in the settings.

If you still have a small remaining balance and cannot spend it, Apple says to contact Apple Support, especially if the remaining amount is less than the cost of a single item:

Check your Apple Account balance - Apple Support

So Frei_von_Blei’s suggestion is the right way here. Apple Support can check the account and tell you whether the remaining balance can be cleared.
