Please help to change my country please clear my balance to zero

Apple Community users can’t clear the balance for you.

You’ll need to spend it first. If the remaining balance is less than the cost of the cheapest item, contact Apple Support and ask them to clear it. Also make sure there aren’t any pending transactions or refunds.

Once the balance shows zero, try changing the country again under Settings > [your name] > Media & Purchases > View Account > Country/Region.
