Hello. I have a small remaining balance of 1 RUB on my Apple Account. I need to change my country/region and I can’t because of this remaining balance. Could you please help me remove the remaining balance and make it zero?

Since 1 RUB isn’t enough to buy anything, you’ll need to contact Apple Support and ask them to clear the remaining balance. Users here can’t remove it from your account.
Apple also recommends checking that you’ve canceled any subscriptions and completed pending purchases or refunds before changing the country or region.
