Apple Music payment

Since you’re only in Germany temporarily, I’d keep your Apple Account country/region set to South Korea and use your Korean payment method. Changing the iPhone’s Region setting isn’t necessary for using the phone in Germany.

Check Settings > [your name] > Media & Purchases > View Account > Country/Region and make sure it really shows South Korea. Then check Payment & Shipping and make sure your Korean card and Korean billing address match what your bank has on file. Apple requires the payment method to be valid for the Apple Account’s country/region.

Once that’s correct, try subscribing to Apple Music again.

I wouldn’t switch the Apple Account back to Germany unless you actually want to move your Store account there. Changing countries can affect subscriptions and requires the account to meet Apple’s country-change requirements.

If the Korean card is still declined after the account is back on South Korea, what exact payment error do you see?

Falls du einen deutschen Account benötigst, benötigst du auch eine deutsche Bank.

Anders wird das nicht funktionieren: Bank + Account + AppStore + Region bilden eine Einheit.

Changing the country is only recommended if you will also live in that country for a long time or move there. Changing it can also affect the availability of apps in the App Store or hinder subscription sharing within the Apple Family.
