The USB-C charging cable that came with my new iPhone is not working. I tested it with both my iPhone and my iPad using the original Apple power adapter, and it doesn’t charge either device

Thanks for clarifying. Yes, based on those tests, it does sound like the cable itself is defective. Since it came with the new iPhone, I’d contact Apple or the retailer for a replacement.

Since it won’t charge either the iPhone or iPad, I’d isolate the cable from the power adapter first.
Try a different known-good USB-C cable with that same Apple adapter. Then, if possible, try the new cable with another USB-C power adapter.
If the other cable works and the new one doesn’t, the cable is likely defective. Since it came with a new iPhone, I’d contact Apple or the retailer about a replacement.
I tried a different one with the smee adapter, and it worked, I also tried the new cable with another adapter but it didn’t work, so I also never thought that the cable can have a defect, but it seems like it does.
