I have a problem: in any app I use, some text gets underlined. They aren’t just links—it’s completely random words. For example, when I call someone, all the labels on the buttons at the bottom are underlined. I’ve been trying for six months to find a setting to turn this off, but I can’t find one. Please help me. (I don’t mean spell-check underlines.)

That sounds like Button Shapes being turned on.
Go to Settings > Accessibility > Display & Text Size, then turn Button Shapes off.
