Behaviour of control click on Apps in Dock and Notification Centre

On my MacBook Pro M1 2020 with macOS 27.0.1 control clicking on apps in the dock should bring up a dialog window for app behaviour etc.

With my machine the only thing happening is the app icon being greyed out. The dialog is not being displayed at all.

For the Notification Centre I'm experiencing something similar. I click on the date in the menu bar but the Notification Centre won't open continuing typing in this form makes macOS send the blob sound suggesting that it thinks it opened the Notification Centre (where I can't type). Swiping from the right edge of the trackpad to the middle provokes the same behaviour.

I tried rebooting many times and booting into safe mode. Nothing helped.
