each time i go for a new app i should pass by paiment or i have to add my card even with free apps ... how can i solve this problem ? ( in my Settings of app store i have no paiment informaion i just selected none)

As you say, you can just choose None and you should not be obliged to enter one. This prompt seems to be a problem indicator.
Have you checked your purchase history ? would you happen to have an order that seems open and still not paid ?
If that’s the case, follow Apple’s suggestions to resolve any billing issue :
