need help

i received an email from I Cloud+ re billing info saying that there was a problem with my payment info and my account was going to be downgraded to 5 GB (I NEED the 200 GB that I have been paying for no problem via Pay Pal monthly)i see that the $ is taken from my account! i followed the prompts that they suggested going to Settings-App Store-Tap Apple ID-Tap Manage Payments which has my email and pay pal account listed and they are working?! i do have an old apple ID that used a hotmail account but that is no longer what pays for the storage service according my device? i am confused and don't know what the issue is as i continue to pay and have monies removed via Pay Pal?
