mac keyboard layout stuck on ABC in the "activate your mac" step

I encountered the same problem on different French azerty Macs M1, M2, M3 models.

After formatting the disk (to proceed to a clean installation of macos), the mac restart on "activate your mac" step.

Then, i'm stuck on keyboard layout "ABC". When i try to change it in the keyboard menu, and select french azerty or french azerty extended, the set up don't change. it always remain stuck on "ABC" layout.

Same issue using US langage or French Langage : impossible to change the layout.

Impossible then to type correctly a password (masked with dots) in this layout...

The Apple keyboards are connected to the macs with their wire.

Any suggestions that could help?
