icloud unable to backup ipad

Family shared Ipad in Icloud is unable to be backed up, think due to upgrade required for IOS but insufficient space on Ipad. 32gb space, but 16.6gb used for system and OS, needs 12gb free for upgrade. Would have to remove everything to make space, or is there another way?
