My account is blocked without the possibility to recover it. What to do ?

I still have access to my phone, but I am facing an issue with my Apple ID. I recently bought a new iPhone and created a new iCloud account. During the setup, I was unable to verify my phone number, so the account is not yet associated with it.

Later, I tried to enter my password several times without success, which led Apple to lock my account. Now, I am unable to enter the correct password or recover the account because it has been disabled. Could you please help me recover access?
