Pending TikTok payment blocking App Store downloads

Hello,

I have a pending TikTok Promote payment (around $51) that failed (payment declined), but it is still showing as “pending” on my Apple ID.

Because of this, I cannot download or update apps from the App Store.

I did not receive any service from TikTok and I do not want to complete this payment.

How can I cancel or remove this pending charge from my account?
