Can’t download apps from the cloud

I can’t download any apps that I’ve previously owned then deleted. Each time I try, I go to the App Store, see the iCloud logo (showing the app is still in the cloud storage), click on it to re-download the app, but it just shows a constant circle going around and around, but never downloading the app. I’ve checked in iCloud - no sign of the app there, have the latest software update and have turned my phone off then on again (by holding the two side buttons then clicking ‘slide to off’, waiting for a minute then pressing the right hand side button to turn it back on. Any ideas please as this is infuriating!
