I do have a brand new Mac mini m2 pro with Sonoma 14.4.1. The system has a 1 TB flash with more as 800 GB available. I did update the system just before trying to install Numbers
I did like to install Numbers to read and update some Excel documents.
Any idea what might be wrong.
PS Pages has the same issue.

I did try a few other apps from the store. They did all fail.
I did perform a re-install of all the user data from the TimeMachine backup of my previous computer. This was the third time. And it did work....
I did some further experiments. It looks like any app from the App Store can not be installed
