• The battery has run down
• The phone has been powered off or placed in a special type of bag that will not allow the phone to send or receive a signal
• The phone does not have an Internet connection

I would contact police and see what they can do regarding the stolen phone. The only way they could do a factory reset on a locked iPhone is with iTunes on a computer, and even then, it’s not easy. Once again, your best route towards getting the phone back is police contact

Factory resetting a phone is, in fact, very easy. However, it won't help if the phone is activation locked and has been marked as lost/stolen. This phone cannot be used.
