New Mac Photo Overload (Wont leave hard drive and goto cloud)

I just got my new mac and set everything up now all my photos 150gb are on my hard drive and will not leave my hard drive! I am fried and tried everything.. All photos are in the cloud and the photos on my computer are my my cel phones over the years. i selected all the options that say to maximize my hd by not storing full copies of photos on my hard drive and to keep everything in the cloud but it wont leave and I cant use my new computer!!!! HELP!!!!

Optimization happens if space is needed on your device. Until then, you’ll retain the original images.

When you elect to optimize photos storage (Photos app: Photos > settings > iCloud) your photos will be system optimized to save space should such space become needed on your Mac. The photos retained will be optimized but still synced with iCloud. Nothing is offloaded to iCloud only.

I elected to optimize my photos and to keep them in the cloud with a reduced size to be kept on my computer but its not happening.. the photo storage doesnt change
