Missing two-factor authentication option for Apple ID sign-in

I have an issue trying to approve my Apple ID with 2FA but when I click sign-in and security, the option does not appear. I also tried to activate 2FA on the Apple website but I could not find it either. It will not let me make accounts with my Apple ID and it’s frustrating.

When you sign in on the website at appleid.apple.com, and choose the Sign in & Security tab, do you see "two step verification". If so, you will need to tap Edit and then turn off two step verification.

This is an older verification protocol that used Security Questions and has been replaced with Two Factor Authentication. You will need to turn off the two step verification first, then you can add Two Factor Authentication.
