Then verify from Use About this Mac from the Apple Icon on Desktop - if in fact this computer is or is not really a 2017 model.
Sometimes, we can mistakenly mix date of purchase versus actual age of the computer
Perhaps this computer is a 2018 model and does Qualify for macOS Ventura 🤞 ?

The App Store is often wrong.
You can download and install Ventura, or even Sonoma, if you want. You might need to purchase a new computer first. But if your primary goal is to run the latest operating system, isn't that a small price to pay? 😄
Did you update? Ventura requires MacBook Air 2018 and later, your update won't start.
