That decision is completely up to you. Apple (and other companies) offer us choices, it is up to each of us to assess our needs and then decide on the best choice for our needs. Please do your homework.
If you have your iPhone with you all the time, or within a reasonable distance from your while you are at home (30-50 feet (10-15 meters), then you can use a GPS only Apple Watch and do EVERYTHING that cellular model can do, except leave your iPhone at home when you leave the house.
I have a GPS only Series 4, and since I always take my iPhone with me, I have enjoyed all the Apple Watch features.
My Wife does NOT always want to have your iPhone with her on walks and bike rides, so she got a Cellular model.
The GPS only is less expensive up front, as it does not have the cellular radio, plus the GPS only does not have a monthly fee paid to the cellular carrier.
Your life style will dictate which you should get.
