Unknown safari tabs?

So basically, when I enter settings to delete my safari search history and website data, it always says "this will close your two open tabs". Now my issue is, I only have one tab open.

If I try deleting thoes "two tabs", and open a single tab in safari again, it still says "this will close your two open tabs". Do I go beyond opening two tabs, the number will increase, but it wont go below 2.

So my question is; Us this caused because of the "Private browsing, and "front page" acting as two tabs (although there aren’t tabs open in the private browsing tab), or am I missing something?? It’s been like this for a while, I’ve just never really questioned it. So can anybody care to explain this to me, or check if I’m the only one experiencing this.
