How capital one performs card verification on placing card on iPhone front (NFC is allowed for third party apps) ?

iOS system restricts the payment apps to be read through NFC. Then why it is allowed for capital one or capital one actually does to read card info through NFC ?

Since iOS 11, apps can read information from NFC tags. They are simply reading the NFC tag on the credit card to verify your identify. This is much different than using a third party app that uses its own payment method to pay for purchases using NFC. While this is a developer document, it does explain the process an app uses to read the NFC tag.
