Removing Photos from IPhone and not iClould
I have turned off photos syncing to iCloud and deleted the photos on my phone. When I turn on syncing now that I have deleted them off my phone will it start to delete from iCloud?

My current best gues is - yes, it would delete those pictures in iCloud as well. One thing you might do - before you sync again - is to download those pictures from iCloud Photos to your iPhone or whereever so you can keep them.
