Translating audio in an existing video

I have a 3rd generation iPad Pro 12.9”. I have a 45-minute video in which the speaker is speaking a foreign language. There are English subtitles. Being that it is a tutorial video, it’s a bit difficult trying to read the subtitles while trying to watch the speaker’s actions, which is essential to the tutorial. Is there a way, either with the iPad’s native apps, or with a third-party app, to translate the speaker in real time, with a spoken voice-over in English? If it produces a separate audio track, I can edit that into the video using video editing software.
