System Settings not saving with latest Sonoma

Nothing I change in System Settings sticks.

-Click Wallpaper to reveal finder cannot be turned off, always switches back.

-Going fullscreen on one monitor blacks out other monitors despite checking "Every display is its own space"

I've logged out and logged back in after making changes.

I've restarted after making changes.

I booted into safe mode then restarted.

None of it seems to work.

What am I doing wrong?

Any change I make doesn't get applied. Help?

PS Also, Stage Manager will not toggle on.

With System Settings closed, Move this file to the desktop in case we want to put it back & restart...

~/Library/Preferences/com.apple.systempreferences.plist

~ tilde indicates your user library folder

Apple hid the Users' Library folders...

Method 1:

From the Finder, select the Go menu at top of the screen, and choose Go to Folder.
In the window that opens, enter ~/Library, and click Go.

Use the Command-Shift-.
