Error “continue with billing information “ while downloading apps on App Store

Apple is saying continue with billing information, I put in the information multiple times. It does this every month no matter what new device I get. I’m starting to think it’s the iCloud I’m not sure but I want it fixed soon. Because I can’t download my apps if this continues.
