iCloud account cannot be activated

I can't activate a new iCloud account on a new iPhone SE2 because the activation code will be sent to the new iCloud mail address. I can't get access to the activation code because the iCloud mail account is not activated. To activate the iCloud mail account I need to enter the activation code that is sent to the iCloud mail address. The cat bites its own tail. I don't have words for the mood I'm in. What went wrong?
