USB Tethering Not working with Windows 11

I have been trying for several hours, as my DSL internet is down, to use the USB tethering internet connection on my iPhone, but the Windows PC will not see it as available. I am on the latest IOS version, using an Apple provided USB cable, and I have the hotspot turned on. I can connect and view/manage files etc, but iPhone never appears as an option in networking.

What gives here?
