Custom number format in macOS Ventura

I need to use a custom number format in macOS Ventura (POSIX, dec sep:'.', no thousand separator). In previous macOS versions this could be set in System Settings. Ventura lacks this feature.

Is there a workaround? Apple should urgently bring back this feature.
