Time doesn't update correctly

My time on my laptop doesnt update correclty. I am currently in Morocco but it takes the time from Lisbon. The settings are set, that it should change it automaticly. I also have a VPN, but they are also not in Lisbon time zone. Even when I triy to change it manually, it makes it back to Lisbon immediately. I also restarted the Laptop several times already. My iPhone which gives Hotspot to my Laptop, has the right time, but my MacBook is aparantly not able to syncronize. Do you have any idea what the problem is?
