Hi,
since 2 or 3 weeks I have issues with my desktop arrangement of apps.
Whenever I move an app, e.g.: Safari desktop shows a blue frame and hinders me to move wherever I want the app to be moved.
Unfortunately I cannot make a screenshot as whenever I push the keyboard shortcuts the frame disappears.
I am running latest and greatest Mac OS of course ;-)
Any help would be appreciated!

Thank you for posting in the Apple Support Community. It sounds like you may have a feature enabled that's restricting or controlling the movement of your windows.
First, check if you have any third-party window management tools installed and temporarily disable them. Also, review your Mission Control settings in System Preferences and temporarily disable all options to see if the issue persists. Additionally, it would be helpful to check your Accessibility settings under Mouse & Trackpad and Motion to ensure no settings are enabled that could be causing this behavior.

Thanks everyone.... it was an app I used which controlled the screen.
OneMenu, I had no clue in one of their last updates a window manager was included or re-configured.
