The reflection of light

A few days ago, I bought an iPhone 13. All the photos from the Christmas market looked like this. I didn’t get a single decent video. What could be the reason? My friend has an iPhone 14, and she says she doesn’t have this issue. She hasn’t updated her system in a while. Could this be because of a system update?
