Empty apple balance

you can’t manually “reset” or clear an Apple Account balance. Apple doesn’t provide any button or setting to do that. The only way a balance disappears on its own is when it has been fully used for App Store purchases, subscriptions, iCloud storage, Apple Music, and similar Apple services. Once the balance reaches zero, it is effectively cleared.

Apple explicitly documents that an Apple Account balance must be zero before you can change the country or region of your account (Apple Support: Change your Apple ID country or region).

If the remaining balance can’t realistically be spent, the correct and intended solution is to contact Apple Support (0800 6645 451) and ask them to clear the balance manually. After Apple removes it, the region change will work immediately.
