my Visa card is not being accepted, and Apple keeps declining it.

Some banks that issue a Visa card, don't automatically allow owners to unlock it for Apple Pay.

If a credit card is valid for Apple Pay, depends on the bank, that handed you the credit card.

If your bank has an app in the app store, you may want to try it via the app. Some banks allow to add a virtual credit card to the Apple Wallet.

For any other solutions, you will have to contact your bank.
