we can’t remove Apple Account balance here in the Community.

Apple says that before changing your Apple Account country or region, you need to spend any remaining balance. If the balance is too small to spend, contact Apple Support and ask them to remove the remaining balance so you can change the country/region.

Also make sure that any active subscriptions are cancelled and finished before trying to change the region.
