Change the region

if you mean that you cannot change your country or region because something is still linked to your Apple Account, the account itself usually does not need to be reset.

One common reason is a remaining Apple Account balance. Apple normally requires the balance to be spent before the country or region can be changed.

If the remaining amount is too small to buy anything, you cannot remove it yourself in Settings. In that case, Apple Support can help clear the remaining Apple Account balance.

Also check whether there are still active subscriptions, rentals, pre-orders or pending purchases. These can also prevent the country or region from being changed.

So in short: you usually do not reset the Apple Account. First clear the things that block the region change. If it is a very small remaining balance, Apple Support has to help with that.
