You’re right. The German Apple TV listing for the 2026 Shelter currently says Original Audio: English, but under the available audio tracks it lists only German.
If English also isn’t offered from the Audio/Language button during playback, there isn’t a setting on your device that can add it. Apple says the available audio languages can vary by title and region.
That looks like either incorrect store information or a missing audio track in the German release. I’d report it to Apple so they can have the catalog entry checked. I wouldn’t repurchase the movie or change any account settings.
