Due Balance Loophole

I need to pay a balance,

But my cards keep getting rejected for location (they are international but based in Dominican Rep)

Have one USA Virtual Card, but to put money in it, i need to update the App, cannot update because i have a due balance

Its a Loophole, since none of my cards are getting accepted

Cannot change region either, because of the due balance
