Comprar desde el extranjero

Hello, I live in Peru and study online at a U.S. university. I qualify for Apple Education Pricing and want to purchase an Apple Watch Ultra online. Can I pay using my Peruvian Interbank Visa Infinite credit card through Apple Pay, with my billing address in Peru? I would also like to authorize my niece to pick up the order at an Apple Store in Miami. If my credit card is not accepted, can I pay with U.S. Apple Gift Cards while keeping my education discount? Thank you for your assistance.
