Icloud account locked

How can i unlock my apple id and to put you in the picture i have my apple id and the password both and sence yesterday i lost my passcode from my phone and now i restaure it with my apple id but when i try to backup my icloud account they tell me it’s locked so i’m asking your help to unlock it
