Regional issues with Apple Wallet

Hello, I have an issue with my Apple Wallet. I have a Revolut card but I can’t add it to my Apple Wallet as it says due to regional laws of this device, I can’t use Apple Pay service. I already changed the region of my Apple ID to France.
