Problem opening a file when there is an accented character in the name of the folder containing the file

Hi folks,

I have a problem when I want to open a file directly from the finder / CLI if this file is in a folder that contains an accented character in its name.

The steps to reproduce the issue:

cd /tmp
mkdir test
echo foo > test/sample.txt
open test/sample.txt # does work !
mv test tést
open tést/sample.txt # does not work
echo $? # returns 0

I can't open the file from the Finder either.

Now some funny things. If you try to open this file directly from TextEdit, it does not work. Well. Let try with another file.

cd /tmp/tést
cp /Users/laurent/foo.pdf .
open foo.pdf # does not work

But if I try to open foo.pdf directly from Preview it works !

I posted a ticket @Apple feedback but they didn't give me any ticket number. It will be hard to track.

Any idea ?

Thanks,

Laurent from a MBA M1/Ventura 13.3.1.
